- Secretary of State Antony Blinken announced Tuesday the Biden administration was imposing visa restrictions on 25 Belarusian officials for their roles in charging opposition leader Sviatlana Tsikhanouskaya and other pro-democracy activists with treason. “These politically motivated trials are the latest examples of the Lukashenka regime’s efforts to intimidate and repress those who seek justice, respect for human rights, and a democratic Belarus,” Blinken said. Tsikhanouskaya is currently exiled in Lithuania.
- Assistant Attorney General Kenneth Polite announced Tuesday the Justice Department is revising its Corporate Enforcement Policy to encourage more transparency and self-policing. In certain circumstances, according to Polite, companies that proactively disclose crimes to the Justice Department upon becoming aware of the misconduct will not face charges—or have their fines greatly reduced—if they cooperate fully with investigators and address the underlying problem.
- The Federal Election Commission decided last week to dismiss a complaint brought by the Republican National Committee and other GOP campaign groups that alleged Gmail’s spam filter constituted “illegal, corporate in-kind contributions to the Biden campaign and Democrat[ic] candidates across the country.” Republicans cited a North Carolina State University study that found GOP campaign emails were sent to spam at a significantly higher rate than Democratic ones, but FEC officials found no evidence any disproportionate results were intentional and held that Google had “credibly supported its claim” that the spam filter exists for commercial purposes. As Sarah noted last year, Republican campaigns have a long history of overusing and sharing email lists, resulting in spam filters being triggered at a higher rate.
- Republican Rep. Jim Banks of Indiana announced Tuesday he is running for the U.S. Senate, looking to fill the seat GOP Sen. Mike Braun will vacate when he retires to run for governor. Banks—a close ally of former President Donald Trump—is the first candidate to jump into the race, but former Gov. Mitch Daniels, Rep. Victoria Spartz, and former Rep. Trey Hollingsworth are also reported to be considering bids.
- Also Tuesday, Ohio state Sen. Matt Dolan announced he is running to unseat Sen. Sherrod Brown, the Democratic incumbent, in 2024. Dolan—a Trump critic—ran in the Republican primary to succeed the retiring Sen. Rob Portman last year, finishing a close third behind now-Sen. JD Vance and former state treasurer Josh Mandel.
Return to Debt Ceiling Purgatory
Welcome, esteemed guests, to this year’s performance of the debt limit dance—a cherished congressional tradition wherein lawmakers wrangle over whether to allow the Treasury to take on enough debt to cover the spending Congress has already approved.
The national debt has ballooned beyond 130 percent of our gross domestic product and is only projected to keep growing. With the Treasury soon to bump up against the $31.4 trillion borrowing limit established during the last performance of this dance in 2021, House Republicans—many of whom approved tax cuts and spending hikes during the Trump era with relatively little fanfare—have rediscovered their fiscal restraint, preemptively declaring any increase to the debt ceiling must be paired with spending cuts. Adopting such a stance was reportedly pivotal in Kevin McCarthy securing enough support to be elected speaker earlier this month.
Established by Congress in 1917 to help the federal government borrow money more easily, the debt ceiling has long proved a convenient political soapbox whenever the time comes to raise it—for both sides of the aisle. In 2006, for example, then-Sen. Barack Obama voted against lifting the debt limit to protest President George W. Bush’s “reckless fiscal policies”—a stance he regretted dearly when faced with his own debt ceiling battle as president a few years later. But in the past, lawmakers tended to resolve these squabbles relatively amicably. The fights were “partisan, but not perilous,” said Laura Blessing, a senior fellow at Georgetown University’s Government Affairs Institute.
But the process has become a higher-octane affair in recent years, with both parties’ tolerance for brinkmanship reaching new levels. The coming debt ceiling negotiation could prove the most treacherous yet.
Treasury Secretary Janet Yellen kicked off the process last week, sending congressional leaders a letter warning that, as of Thursday, the department will begin taking “extraordinary measures”—suspending investments in some government retirement funds—to keep the federal government below the debt threshold until at least June. If—and most likely when—the ceiling gets raised, those retirement funds will be made whole.
Failing to raise the ceiling would result in the United States defaulting on its debts, sending shockwaves through the global economy which Moody’s Analytics estimated in 2021 would produce an economic downturn similar to the Great Recession. Even coming close to that ledge without plunging off it can have economic consequences: A particularly rancorous debt ceiling fight in 2011 prompted S&P Global Ratings to downgrade the United States’ credit rating for the first time.
Everyone more or less agrees sending the global economy into a tailspin isn’t the move, but some fiscal hawks feel the showdowns are worthwhile. “Brinkmanship now is the only thing that can save us from catastrophe,” Kevin Hassett, chairman of Trump’s White House Council of Economic Advisers, wrote in a recent National Review column warning of soaring debt. “My guess is that a Republican Party tough enough to put McCarthy through the wringer won’t lift the debt limit unless each additional dollar by which the debt limit is lifted can be guaranteed to produce many more dollars of reduced government spending in the future.”
Others are less optimistic substantive lawmakers will win out over their more performative colleagues. “It becomes a kind of mechanical game, as opposed to substantive dealing with the overextended use of the credit card,” portfolio manager and economic commentator David Bahnsen told The Dispatch. “That’s why I consider myself a fiscal hawk and balanced budget zealot who doesn’t care about raising the debt ceiling. … These things get in the way of it, and they become much more performative than substantive.”
But McCarthy’s speaker deal allows members of his conference to easily boot him from the speakership if he breaks his promise to back big cuts—and they’re determined to wring what they can from the debt ceiling vote. “You only have so many leverage and negotiating points,” said Texas Rep. Chip Roy, one of the Republicans who initially opposed McCarthy’s speakership. “The debt ceiling is one of those.” McCarthy, who acknowledges in private conversation that failing to raise the debt limit isn’t an option, cast skyrocketing spending as the real brinkmanship. “We don’t want to put any fiscal problems to our economy and we won’t,” McCarthy said. “But fiscal problems would be continuing to do business as usual.”
Lawmakers could use this process to produce relatively moderate reforms which compound over time to real fiscal improvement. Manhattan Institute senior fellow Brian Riedl had a piece on the site yesterday laying out ideas for stabilizing the debt at 95 percent of GDP. He proposed a freeze on annual discretionary appropriations and budget rule changes to reduce budget gimmicks, among other ideas. This type of lower-profile reform will take a commitment to careful negotiation over partisan grandstanding.
Republicans’ speaker fight doesn’t raise hopes on that score—and nor do members’ so far various demands. Roy, for instance, wants a balanced budget within a decade—which would take some $11 trillion in savings, according to Maya MacGuineas, president of the Committee for a Responsible Federal Budget—while Rep. Ralph Norman of South Carolina told NBC he wants spending cuts to match a borrowing limit increase dollar-for-dollar. (The Committee for a Responsible Budget has a fun calculator if you’re a masochist interested in stacking up various debt reduction tradeoffs.)
The biggest driver of debt remains entitlement programs – including Social Security, Medicare and Medicaid. For several years in the early 2010s, led by former Rep. Paul Ryan, Republicans included comprehensive and serious entitlement reforms in their budget proposals. But Donald Trump campaigned against such reforms in 2016 and with his victory the party largely abandoned spending discipline. (Trump’s first address to a joint session of Congress didn’t mention the deficit and included just one reference to the debt among its many new spending proposals.)
The Biden White House, meanwhile, is signaling it won’t give an inch in the coming face-off. McCarthy proposed to President Joe Biden a cap on spending, but Democrats by and large insist Republicans should agree to a “clean” debt limit increase with no monkey business. “We’re not going to do any negotiations,” White House press secretary Karine Jean-Pierre told reporters Friday. “It should be, again, done without conditions.” Nebraska Rep. Don Bacon rolled his metaphorical eyes: “[Biden] can’t say he refuses to negotiate,” Bacon told ABC’s “This Week” on Sunday, calling default a real threat. “That’s a nonstarter.”
It’s tough to say what deal will eventually emerge or how loud the fight will be. Republican Rep. Brian Fitzpatrick of Pennsylvania, co-chair of the bipartisan Problem Solvers Caucus, told NBC “we will not allow our country to default” and said he’s already discussing options with Rep. Josh Gottheimer, his Democratic counterpart. Republican moderates could band with Democrats to launch a discharge petition and bring a debt ceiling vote to the floor without McCarthy’s permission, but the process would take weeks. Thanks to uncertain tax revenue and other complications, it’s not clear exactly when the Treasury will run out of money, making timing such a move risky.
So far, a lack of market volatility reflects traders’ confidence in lawmakers to once again figure it out. A long, ugly fight could rattle their confidence a bit. “There’s less margin for the grown ups to prevail” than in previous debt ceiling fights, Bahnsen said, referencing the power of Rep. Matt Gaetz and other radical members. “When you have these sort of performative clowns, it’s fair for markets to not really know how this is gonna play out.”
And while all eyes are on the fractious House, breaking a Senate filibuster and coordinating whatever deals the two chambers strike will pose another challenge. “Given the conditions that we’re observing, this is shaping up to potentially be the most dangerous episode that we’ve had on the debt ceiling,” Blessing said. “We’re at the opening salvo, or the beginning of the disastrous minuet.”

- In a piece for the Financial Times, Patrick McGee takes a deep dive into Apple’s economic entanglement with an increasingly autocratic China. “Over the past decade and a half, Apple has been sending its top product designers and manufacturing design engineers to China, embedding them into suppliers’ facilities for months at a time,” he writes. “These Apple employees have played integral roles co-designing new production processes, overseeing the minutiae of manufacturing until things were up and running, and keeping close tabs on suppliers to ensure compliance. Apple has also spent billions of dollars on custom machinery to build its devices, developing niche expertise that its rivals did not even know about, let alone compete with. It has transformed the company and the country. ‘All the tech competence China has now is not the product of Chinese tech leadership drawing in Apple,’ [Supply chain researcher Kevin] O’Marah says. ‘It’s the product of Apple going in there and building the tech competence.’ These operations played such a salient role that the unassuming character behind them, chief operating officer Tim Cook, would succeed Steve Jobs as CEO in 2011. It was Cook who shifted Apple’s production from the US to China, where he established unparalleled efficiencies that underpinned Apple’s ascent. But this extraordinary success story has also created Apple’s biggest vulnerability: its dependence on a single country, China, which under President Xi Jinping has grown increasingly authoritarian and estranged from the west.”
- As we approach the 30th anniversary of The Simpsons’ legendary Monorail episode, Alan Siegel caught up with Conan O’Brien—a former writer for the show—on what it was like to pitch what is now considered one of the most timeless bits in sitcom history. “[“Marge vs. the Monorail”] warned the world about charismatic men selling foolishly grandiose solutions to problems that don’t need fixing,” Siegel writes for The Ringer. “References to the episode will never cease making O’Brien happy. While browsing the Rose Bowl flea market, his friend once noticed a framed travel poster showcasing Homer and the monorail. ‘It says, “Glides as smoothly as a cloud,’’’ O’Brien says. ‘I was like, “You have to buy that for me.” It wasn’t even that much.
