President-elect Donald Trump and senior advisers Elon Musk and Vivek Ramaswamy, the co-chairs of the proposed Department of Government Efficiency, have grand plans for slashing federal spending. As part of that agenda they have raised the possibility of simply not spending congressionally enacted appropriations.
